Militant Surge, Political Thaw and Strategic Realignment

Militant activity increased sharply during 13–20 August, with 58 attacks recorded compared with 36 during the previous reporting period, representing a 61.1% increase and a 20.8% rise in the daily attack average. Although fatalities remained unchanged at 29, the casualty profile shifted significantly towards security forces personnel and civilians, with security forces deaths rising from 8 to 11 and civilian deaths from 2 to 14. Injuries increased nearly fourfold from 12 to 47. Balochistan remained the most affected province, recording 24 attacks and 13 fatalities, while KP and FATA each recorded 16 attacks. Eleven kidnappings were also reported across Balochistan, KP and FATA, indicating a broader deterioration in the security environment. In response, security forces conducted 15 notable operations, killing 46 militants and arresting six, with operations concentrated in Balochistan and KP. The operational tempo, combined with heightened security measures around Independence Day, particularly in Balochistan, reflected intensified efforts to disrupt militant activity and prevent attacks against sensitive targets and public gatherings.
