This policy explains how PICSS handles access contributions, card payments, bank transfers, invoice requests, cancellations and refund requests.
1. Access contributions
PICSS access plans and individual reports are normally displayed in US dollars. Where a domestic bank transfer or payment provider settles in another currency, the checkout or transfer page may show the corresponding settlement amount and conversion basis.
2. Card payments
Card payments are processed by the payment provider. PICSS does not store full card numbers or CVVs. A declined, cancelled or unverified transaction does not activate access.
3. Bank transfers
Bank-transfer access remains pending until PICSS verifies receipt of the required amount. The subscriber should quote the unique PICSS reference and may submit a bank transaction ID or transfer advice. Bank fees, intermediary charges or sender-side charges should not reduce the amount that PICSS is required to receive unless PICSS confirms otherwise.
4. Invoice requests
Requesting or receiving an invoice does not itself activate access. Access is activated after the corresponding contribution is received and verified.
5. Cancellations
Cancelling a subscription does not normally remove access already paid for during the current validity period. It prevents or declines a future renewal where automatic renewal is available. At present, payment methods that do not support recurring charging require a new payment or bank transfer for renewal.
6. Refunds
Because PICSS provides digital research and subscriber access that can be consumed immediately after activation, contributions are normally non-refundable once access has been activated or the selected digital report has been made available, except where required by applicable law.
PICSS will review refund requests involving a duplicate payment, an incorrect amount charged by PICSS, a verified payment for which access was not provided and could not be restored within a reasonable period, or another clear processing error. Other exceptional requests may be considered case by case.
7. Refund method and timing
Approved refunds will normally be returned through the original payment route where reasonably possible. Bank, card-network, foreign-exchange or intermediary charges outside PICSS control may affect the amount ultimately received by the customer.
8. How to request a review
Email subscriptions@picss.net with the My PICSS Account email, transaction/reference number, access item and a short explanation of the issue.
