PICSS encourages responsible citation and discussion of its research while protecting the integrity of its reports, data, analysis and subscriber services.

1. Ownership

Unless otherwise stated, PICSS owns or controls the copyright and related rights in material produced by PICSS, including reports, articles, charts, tables, graphics, data compilations, website text and branded research products. Third-party material remains subject to the rights of its respective owner.

2. Public material

You may share links to public PICSS pages and quote reasonable extracts for research, journalism, teaching or commentary with clear attribution to PICSS. A link to the original source should be included where practical.

3. Subscriber material

Subscriber-only reports and individual-report access are licensed for the authorised user or institution. They may not be forwarded, uploaded to public repositories, republished in full, circulated to unauthorised users or used to avoid purchasing appropriate institutional access.

4. Data and databases

No substantial portion of the PICSS Militancy Database or another PICSS dataset may be copied, scraped, reconstructed, systematically downloaded, resold or incorporated into another database or commercial service without written permission or an applicable data licence.

5. Automated and AI use

Automated indexing necessary for ordinary public search-engine discovery is permitted. Other systematic extraction of substantial PICSS content, including for training machine-learning models, creating derivative datasets or providing a competing research/data service, requires prior written permission.

6. Attribution

When citing PICSS, identify the Pakistan Institute for Conflict and Security Studies (PICSS), the relevant report/article/database where possible, the publication date and the URL or other publication details.
