Militant attacks in Pakistan have declined steadily across five weekly reporting periods, falling from 61 incidents during 18–24 September to just 21 during 16–22 October 2026. According to the Pakistan Institute for Conflict and Security Studies (PICSS), the latest weekly total represents a 38 per cent reduction from the preceding week and a cumulative drop of nearly 66 per cent from the first week in this series. The downward trend is striking, but it tells only part of the story.

Fewer Attacks, but Security Concerns Persist

The decline in attacks has not produced an equally sharp reduction in deaths. During 16–22 October, militant violence killed 22 people, compared with 23 the previous week, while injuries fell from 20 to 11. More troublingly, abductions rose from 24 to 41, with almost all reported in Balochistan. The province accounted for 12 of the week’s 21 attacks, yet its death toll increased even as attack frequency declined. Khyber Pakhtunkhwa displayed a similar divergence between incident numbers and fatalities. These contrasting indicators make it difficult to declare the security situation stable.

Changing Militant Strategies and Networks

Behind the figures, the militant landscape is also changing. The latest PICSS Weekly Insight examines an emerging leadership dispute within a Baloch militant faction, the evolving propaganda strategies of the Tehreek-e-Taliban Pakistan (TTP), and claims that could signal shifts in the reach of existing militant networks. Separately, security forces killed 33 militants in 10 operations, underscoring continued counter-militancy activity. The report also assesses developments affecting Pakistan’s relations with Afghanistan and other regional partners.

What Does the Decline  in Militant Attacks in Pakistan Really Mean?

Does the five-week decline signal a lasting improvement in Pakistan’s security situation, or are militant groups changing their methods and priorities? The full interactive report places the data alongside provincial comparisons, district-level maps, attack patterns, organisational developments and regional security analysis, helping readers distinguish a genuine reduction in risk from a temporary lull in reported attacks.
