Militant Attacks Increase but Human Impact Declines in August Amid Sustained CT Pressure: PICSS

Islamabad, September 1, 2026: The number of militant attacks increased in August despite sustained counter-militancy pressure, but their human impact declined substantially compared with July.

According to monthly data compiled by the Pakistan Institute for Conflict and Security Studies (PICSS), an Islamabad-based think tank, at least 378 people were killed and 217 injured across the country during August.

PICSS data showed that during security forces notable actions and operations against militants during August. These operations resulted in 211 deaths, including 203 militants, while 21 militants were injured and 26 suspected militants were arrested. The number of security forces personnel killed during the month stood at 54, compared with 112 in July.

According to PICSS, militants carried out 199 attacks during August, compared with 144 in July, representing an increase of 38 percent. Despite the increase in attack frequency, their human impact declined, with deaths falling from 268 in July to 158 in August, a decrease of 41 percent, while injuries declined from 216 to 181, a decrease of 16 percent.

PICSS data showed that the overall death toll linked to militant attacks and counter-militancy operations declined by 39 percent, from 606 in July to 369 in August. Security forces’ operations resulted in 211 deaths during August, including 203 militants, compared with 401 militants killed during operations in July. The number of people injured during the month declined from 232 in July to 217 in August.

Tactical assaults (TA) emerged as the most frequently used tactic, with 47 incidents, followed by target killings (TK) with 46 and IED attacks with 36. Tactical assaults resulted in 40 deaths and 44 injuries, while target killings caused 50 deaths and 23 injuries. IED attacks resulted in 15 deaths and 50 injuries.
PICSS recorded three suicide attacks during August, including two vehicle-borne suicide attacks. This was a substantial decline from July, when eight suicide attacks, including five vehicle-borne suicide attacks, were recorded—the highest number of suicide attacks recorded in a single month during the past decade.
Kidnapping incidents declined by 36 percent, falling from 66 in July to 42 in August.

PICSS data showed that Balochistan remained the most affected province, although the overall death toll declined by 48 percent, from 372 in July to 194 in August. Militant attacks in the province increased from 83 in July to 89 in August, while deaths resulting from militant attacks declined from 162 to 76. During security forces actions in Balochistan during August, resulted in 118 deaths, including 115 militants, compared with 238 militants killed during operations in July. The operations also resulted in six injuries and two arrests.

Mainland Khyber Pakhtunkhwa, excluding the merged districts, recorded 104 deaths in August, compared with 154 in July, representing a decline of 32 percent. The number of militant attacks increased from 36 in July to 54 in August. Deaths resulting from militant attacks declined from 69 to 44, while injuries decreased from 96 to 70 representing a 27 percent decline. Security forces conducted notable operations in the province during August, resulting in 60 deaths, including 56 militants, and arrested 17 suspected militants.

The merged districts of Khyber Pakhtunkhwa, formerly FATA, recorded 67 deaths in August, compared with 79 in July, representing a decline of 15 percent. Militant attacks increased from 23 in July to 52 in August. Deaths resulting from militant attacks declined from 36 to 34, while injuries increased from 33 to 59.In notable Security forces operations in the region, resulted in 33 deaths, including 32 militants.

In Punjab, PICSS recorded two militant attacks resulting in three deaths and five injuries. During security forces operation in the province SF arrested five suspected militants. Sindh recorded two militant attacks in August in which one person was killed, while in security forces action SF arrested two suspected militants.

Punjab, Sindh, Islamabad, Azad Jammu and Kashmir, and Gilgit-Baltistan remained largely free of significant militant violence during the month.
